Unified registration system for foreigners urged
With 88,000 foreigners living and working in Guangzhou, a unified registration and archive management system for foreigners should be launched to better serve them.


With 88,000 foreigners living and working in Guangzhou, a unified registration and archive management system for foreigners should be launched to better serve them, said Chen Jianhua, chairman of the Standing Committee of the Guangzhou Municipal People’s Congress at an inspection to Tianhe, Yuexiu and Baiyun districts.

The developed economy and convenient transportation system in Guangzhou have attracted a growing number of foreigners in recent years to invest, do business, work, study and travel. In 2016, foreigners making accommodation registrations in Guangzhou reached 2.247 million, a 9.3 percent increase over the previous year. As of April 25, the 88,000 foreigners living in Guangzhou came from over 200 countries and regions around the world.  

Since July 2013, Guangzhou has rolled out a series of policies involving visas for specially talented individuals, long-term and permanent residence permit to provide better and comprehensive services for high-caliber overseas talents.

Nowadays, Tianhe, Yuexiu and Baiyun districts are pressing ahead with Guangzhou’s alien registration system policy, according to the inspection officials.
For example, the Tianhe government is striving to figure out the total number of foreigners in the district by utilizing a recently established online data monitoring system. New foreigners in Tianhe are required to register with the local police and will be given a return visit within three days once they settle down.  
While in Yuexiu district, foreign affairs service centers are set up on Dengfeng Jie, Baohanzhi Jie and Kuangquan Jie to provide services on foreigners’ residency or rental housing registration. Foreign currency exchange service areas also have been established to avoid illegal currency exchanges.

Besides, Baiyun district officials are trying to guide foreigners to live in communities that offer property management services. According to an official from the Community Office of Foreigners Assistance on Jinsha Jie, the number of newly registered foreigners increased by 764 since September 2015. The rate of timely registration reached 99.6 percent.

A total of 8,663 registered foreigners from 140 countries and regions live in Baiyun district, mostly on Jinsha Jie, Songzhou Jie, Huangshi Jie and Sanyuanli.
