The Australia Consulate General in Guangzhou announced on its official website that its visa application opened from August 19, 2013 (See the announcement). The Australian Visa Application Centre (AVAC) offers service for residents in the 7 Chinese provinces Guangdong, Fujian, Hunan, Yunnan, Guangxi, Guizhou and Hainan.
The applicants can submit materials, pay the fee, check the progress and result of their application, and get their passport back from the new visa centre. In additional to the visa fee, the centre also requires another RMB 175 as surcharge.
Before its opening, applicants in South China applied for visas via travel agents and the consulate general. In September 2012, Beijing and Shanghai built two visa application centres for the convenience of applicants.
