Baiyun, Transportation Hub and Gateway of Guangzhou

SITUATED in the west and north of Guangzhou City and covering a land of nearly 900 square kilometers, Baiyun District has a population of more than 1.7 million with 4 towns and 15 administrative streets under its jurisdiction. Baiyun District is in possession of 6 of the 10 land exits of Guangzhou . Its road density reaches the standard of world medium developed countries. It acts as a transportation hub of Guangzhou and guards the passes of Guangzhou in the directions of northeast, north, northwest and west. It connects well-developed Pearl River Delta in the south and inner land which is full of resources in the north. The new and old Baiyun international airports and the largest railway marshalling yard in south China, and Beijing-Guangzhou, Guangzhou-Shenzhen, Guangzhou-Foshan, Beijing-Zhuhai, Guangzhou-Huizhou, 105, 106, 107 highways or national roads passes through it. Baiyun District enjoys a convenient three-dimensional communication network. In 2004, it has 40.99 billion RMB for GDP with a 12% increase; 51.469 billion RMB for total industrial output with a 14.1% increase. Every main economic index has maintained a good developing tendency.
Baiyun District has put priority to the following six aspects in its further development:
1. To develop healthy industry with bio-pharmacy taking the lead. Now the District boasts of 37 pharmaceutical enterprises, many related institutions and colleges and fertile land for planting Chinese medicine. It has the advantages as favorable climate and geographical position.
2. To develop modern logistics and services. The convenient communication network fundamentally guarantees the development of modern logistics with the existing eight distribution centers providing great support. Some logistics parks occupying a total land of nearly 6.67km 2 are planned. Fedex, DHL, UPS have already set their regional headquarters or offices in Baiyun District.
3. To strengthen the existing five pillar industries. Centering on the five pillar industries, such as telecommunication equipment manufacturing, plastic products, leather commodities, electrical machinery manufacturing and transportation equipment manufacturing, Baiyun District will take sufficient use of the Yupu Industrial Zone, Guangzhou Civilian Sci-tech Park and Jianggao Private Business Sector, in a bid to strengthen the regional economy.
4. To accelerate commercial development. With a population of 1.7 million, Baiyun District will become the most populated area in Guangzhou by 2010. Attracting world-famous commercial enterprises by upgrading its infrastructure construction and transforming low-yielding land will become the key point.
5. To explore the flourishing tourism resources. Maofeng Forest Park has taken shape, the transformation of Liuxi River banks has begun, and Helong Reservoir has planned a land of 6.3 square kilometers for recreation and holiday project.
6. To promote the industrialization of agriculture. Baiyun District is Guangzhou' s "vegetable basket" base, agricultural by-products base and hometown of fruits. In the future, those leading enterprises and the construction of agricultural exemplary base will be continually cultivated. Also, urbanized agriculture will develop ecologically.
Since Baiyun District is a key part of Guangzhou' s "north optimization" strategy, Guangzhou Municipal Government decided to develop northwest economic group with Baiyun District at the center, rapidly enlarge its economic volume, and change it into a new growth point increase and one of the locomotive for assuring a rapid and sustainable development in the future. As such is the case, Baiyun District takes "large-scale industry, transportation and logistics" as the fundamental principle for the development of a modern area. The realization of great development in the industrial, commercial and services sectors will bring about a sustainable and rapid regional economic development.
