In 2003, under the leadership of the Guangzhou Party committee and Guangzhou government, the environmental sections at all levels of our city adapted to the new situations voluntarily, took new measures, and had progresses and breakthroughs in many tasks.
1. Fought SARS by all our courage and energy in the front line
Facing the unexpected SARS, all the members of Guangzhou environmental system were in the forefront of prevention and control of pollution of medical wastes with the spirit highly responsible to party and the people. They devoted themselves into fighting SARS in spite of the serious danger and took the lead in the research of the relationship between SARS propagation and environment in our country
2. Achieved great progress in pollution control
According to the rapid development of economics, the speedy increase of consumed energy sources and the aggravating SO2 pollution in our city, "Plan on controlling SO2 pollution in Guangzhou city in 2003-2005" was implemented, which impelled enterprises to use desulfurizing equipments and to use fuel with low sulfur.
"Scheme on implementing Guangzhou city Pearl River integrated management in 2003-2010" was sent down, and the emphasis of integrated managements on Pearl River (Guangzhou reach) was pointed out in it. The constructions of the second stage of Liede sewage treatment plant, the first stage of Xilang sewage treatment plant, the first stage of Lijiao sewage treatment plant and the third stage of Datangsha sewage treatment plant are progressed well. The pertinent projects to the wastewater plants, such as the catchdrain projects of the 22 rivers, 19 pumping stations and the 209-kilometer-long wastewater pipeline are also progressed well. The movement on demonstration project of Guangzhou city hazardous wastes harmless treatment has been done. The discharge and disposition on solid wastes and hazardous wastes were strictly supervised. In 2003, 611 batches of dangerous wastes shift has been done by approval, and more than 10,000 receipts on shifting hazardous wastes were withdrawn.
3. Strictly examined projects before approving
We strictly implemented "law of environmental impact assessment", and strictly executed environmental impact assessment, the "three meanwhile" and the expert evaluating system, so that we examine and approval every projects austerely. In 2003, 738 newly built projects were examined and approved in Guangzhou city and the gross investment was up to 51.18 billion RMB.
4. Environmental protection is always the first consideration during the development of Nansha
According to the principle that ecology is the priority, we actively promote the environmental protection of Nansha in harmony with the construction of Nansha. We examined and approved more than 30 newly built projects such as Toyota Motor, and brought forward a primary environmental protection scheme in Nansha according to European standard, which had been approved by municipal government.
Key works of environmental protection of Guangzhou in 2004
1. Strive to be the model and up to standard
According to "Planning outline of establish national environmental protection exemplary urban of Guangzhou city ", we will continue to accelerate the construction of sewage disposal system of the city, strengthen the managements of chemical industry pollution sources, intensify the synthetical renovation of the Zhujiang River, and advance the process of seven key projects: blue sky project, green water project, green hill green land project, industrial pollution control project, solid waste disposal project, water-saving project and dwelling house project.
2. Series of actions to improve the air quality
According to the actual conditions of Guangzhou, there are four hard works to do in this year: desulphurization of industrial enterprise, building site wind-borne dust control, vehicle exhaust pollution control and cooking fume control of catering trade. Every improved action plan of air quality should be fulfilled.
We will strengthen the works of pollution prevention, online monitoring and acceptance and the supervision of pollution discharge license of the 65 key enterprises with heavy atmosphere pollution. We will also advance the industrial desulphurization, smoke and dust to control, exercise restraint strictly in using the fuel high in sulphur, strengthen control of smoke and dust discharge of key areas and enterprises in sensitive regions. We should strengthen the back-check of constructions in smoke-control areas, and the supervision of soot and dust discharge in the restricted regions. The governments at all levels should shut off and eliminate the small enterprises with heavy pollutions, poor benefits and backward craft equipment in accordance with the law, lead and encourage them to become enterprises rich in social responsibility.
The vehicle exhaust pollution control should also be stressed by all means to solve the vehicle exhaust and black smoke problem. The pollution control plan of the whole city for motor vehicles should be carried out to ensure that the serious motor vehicles pollutions can be solved in three years. We will strengthen the pollution control as well as the management system of "environmental protection sign" for motor vehicles, classify and manage the heavy and low polluted vehicles separately. The scrapping system should also be executed strictly and the delayed scrapped vehicles must pass the pollution discharge check. Police and environmental protection departments should take close cooperation to strengthen sampling inspections of road exhaust and supervision of units with large quantities of motor vehicles. The vehicles exceed the standards should be punished. We will continue the "green public transit" plan, accelerate the implementation of LPG fuel to bus and taxi, and accelerate the construction pace of LPG gas stations. The transportation committee will present the admittance standards of public transit, taxis and service vehicles, and revoke qualifications of vehicles that cannot meet the environmental protection standards. The automobiles and motorcycles that can reach the exhaust standard of the whole city should be greater than 80% in ratio in this year.
We will renovate catering trade: solving the pollution sources that disturb inhabitants, optimizing the location the sites and strengthening the cooking fume pollution control.
3. Further actions to renovate the water environment
Accelerate the construction of urban sewage disposal system. The second stage of Liede sewage treatment plant, the first stage of Xilang sewage treatment plant, the first stage of Lijiao sewage treatment plant and the third stage of Datangsha sewage treatment plant will be bring into service soon, these works will have the capability to treat 1420 million tons of waste water every day. The construction of the complementary collecting pipe networks of the four sewage treatment plants will ensure the wastewater collection and treatment of the rivers in the corresponding areas.
Accelerate river renovations synthetically. By the end of this year, we will have finished the catchdrain and renovation projects in Shahe Chong, Liede Chong Donghao Chong, Shijing River, Sima Chong and Ma Chong, pulled down all the unauthorized constructions on the riverbanks, and keep the surface and the banks of these rivers clean and virescence. We will also accomplish the renovations of Liwan Lake, Lihua Lake, Dongshan Lake and Li Lake. These rivers and lakes will become the ecological spot of the city, the good places for the citizens to have a rest and other activities. And the important natural resources in Guangzhou will also be fully utilized and protected.
We will continue to strengthen the protection of drinking water resource and accelerate the construction of sanitary sewage disposal and catchdrains in the western water resource regions. The third stage of Datangsha sewage treatment plant and the catchdrain project will be brought into service in this year.
We will strengthen the pollution control of the 134 key enterprises with heavy water pollution, and take efforts to insure most of the enterprises with heavy pollution that discharge more than 65% of the load of pollutions will meet concerned standards by 2005.
4. Energetically advance the project of "green land and green hill"
Restoring green land by dismantling out-law buildings and dangerous buildings, and planting in the banks of rivers and in stone pit and unused plots are the recent work of afforesting in urban area. According to the guidance of area classification and the principle of stressing emphases, we will accelerate the construction of 50 forest parks and nature reservation areas of the whole city, we will also further the planning and construction of the three forest parks: Maofeng Mountain, Liuxi River and Shimen.
