Introduction of Education in Guangzhou in 2003

In Guangzhou, 3730 schools at all levels exist, and the number of students reaches 1,900,000. In 2003, the rates of children entering kindergartens and children entering elementary school at the right age are 92.06% and 99.25% respectively. The proportion of students to junior and senior high schools are 97.39% and 92,47%. In this year, the rate of examinee passing the college entrance examination is 89.94%, up by 0.13 over the previous year. Besides, the examinees with high marks increase greatly. 1400 examinees get marks over 700, up by 40.6 over last year. Education at all levels has been developing evenly, healthily and continuously. Synchronously, the system reforms of funds appropriated for education, education administration and running schools are being driven ahead. Gradually, the government is strengthening macroscopic administration, and the strategy of developing education first is being carried out .The achievements are as following:

1. Consolidating the base of education development in Guangzhou by a core project establishing high quality education district (city)

Since 2002, districts (city) and towns with high quality education have been establishing. According to the constructive index, every district (city) began promoting the construction and development of the local education entirely on funds, administration, efficiency and quality. This injects strong power to Guangzhou education development within a short time and forms the joint forces of developing education. Meanwhile, a strong ambiance of prospering the city prosperous with science education is built. In 2002, Dongshan District became "high quality education district in Guangdong Province" first, and in 2003 the same title was given to Yuexiu District, Tianhe, Huangpu District, Liwan District and Haizhu District successively. These achievements established a strong foundation for Guangzhou to become a city of a high quality education.

2. Integrating and optimizing the education recourse to improve the benefits of running schools by implementing "integration reconstruction project in education "

In order to better the conditions of schools, develop education harmoniously, and adapt to the requirements of constructing a modernization metropolis, the "integration reconstruction project in education" has been carried out since 2002. The project mainly deals with reconstructing the schools which are short of lands in the old city, establishing model senior high schools and regulating the distribution of elementary and high schools. With the efforts of three years, the project has obtained many achievements. Last year, the old city reconstructed 77 schools, which account for 80% of the total number. Apart from that, 140,000 ㎡ increased, and a passel of schools are cancelled or reunited. Accordingly, the collocation of education resources is optimized, and the gap between different schools reduced. Among the 24 model senior high schools, 14 schools are being constructed substantially. Besides the construction of hardware, they also try hard to play a leading role in educational concepts, models of running schools, subject administration and teachers’ training. They will show up their character as models with beautiful schoolyard, normative administration and high quality teaching.

3. Improving the quality and level by developing high quality education

Schools at all levels in basic education insist on taking various education and teaching reforms in which quality education is centered. Last year, experiments of new curriculum standards were tried in the first grade of elementary school and junior high school, and also on the new subjects. In addition to this, we have reformed the system of recruiting students, and the supervision of schoolwork' s quality in elementary and high schools is strengthened. All the schools combine promoting education quality with establishing high level school, thus accelerate the development of high quality education. At present, there are 84 (accounting for 20% of the whole province) elementary schools, high schools and 37 kindergartens of provincial level. Besides, there are also 64 elementary and high schools, 28 kindergartens of city level. The vocational schools above provincial level have reached 42, which account for 55% of the whole vocational schools in the city. The city' s colleges have strengthened their abilities of running schools. The disciplines for the master' s degree empowered in Guangzhou University have increased to 17, and PhD. are being declared. Internal medicine in Guangzhou Medicine Institute got the empowerment of doctor degree in 2000. Last year, authorized by Education Department, it became the national key subject. Three-level adult education on Internet in villages develops steadily, education experiments in the community go well, and the atmosphere of all studying and studying through all one' s life has been forming step by step. The education run by the local people has become an important part of education in our city. Altogether there are 1437 private schools and education institutions at all levels. The students'  number has reached 700,000, and a sound pattern of running school has formed on the whole in which are various levels, wide fields and reasonable structure. The education quality is improving gradually. A passel of private schools of district level and city level exist in Tianhe, Haizhu, Huangpu, Baiyun and Panyu districts. Huamei English Experiment School has become the first provincial level private school in Guangdong Province.

4. Taking accelerating the construction of education information as a breakthrough to promote the education modernization

Following the deploy of Advice on accelerating the work of education information in our city and Program on developing education information in Guangzhou city, we accelerate the software and hardware construction of education information in elementary and high schools, and strengthen the conformity and exertion of information technology and subject teaching. By October of 2003, the computers used by the students in elementary and high schools in our city were 103,293. The proportion between students and student-using computers (schools run by the local people are included) is 13.82:1, while the proportion between teachers and teacher-using computer is 3.65:1. Communication between schools has become realistic on the whole in Liwan, Dongshan, Yuexiu, Haizhu, Tianhe, Fangcun and Huangpu districts. All the high schools and 71.3% elementary schools in our city offer information technology course according to the new syllabus. The condition of offering information technology course has been largely improved. 11 schools are given the credit as "National Model School of Modern Education Technology", and 46 schools are given the credit as "Provincial Model School of Modern Education Technology". The first phase of testing web of the Education and Scientific Research has been checked on delivery, and the exertion items based on it has been developing energetically. Guangzhou Long-distance Education Centers spread all over the city, and with the high quality education recourse, they provide the students from various fields with a new studying platform.  

5.  Trying to improve the comprehensive qualities of based on the construction of the staff

There are 136,000 teaching and administrative staff in all the elementary, junior and senior high schools. Among them, 97,000 are full-time teachers.  The rates of reaching a standard record of teachers’ degree in elementary, junior and senior high school are 99.72%, 97.76% and 95.27% respectively. In recent years, we have been innovating on the mechanism of selection, cultivation, training and administration, and regulating the personnel formation according to the staff' s academic credentials, age, professional job title, and specialty. As a result, it mobilized the teacher'  working enthusiasm, built up the competition consciousness, and thus formed the staff of high quality.  At present, we have accomplished the work of personnel and determining number of teachers needed for the schools which are supervised directly by Bureau of Education. A good base has been made for deepening the reform of personnel matters system and activating human resources.

In addition, led by the thinking of human-centered and education-first, we insist on education innovation, and try to develop the education not only from satisfaction to high quality but also from a big education city into a high quality one gradually. By 2006, we will try to declare "the high quality education city in Guangdong province", improve the whole level of Guangzhou education, construct modern education system with advanced concepts, reasonable distribution, balanced development, various systems of organization, standard management,evident feature and high quality and efficiency.
