Key Construction Projects in 2005

Updated Beijing Time

There are 62 key construction projects and 18 reserved key construction projects for 2005 as follows:

Metro Line 2:
It starts at Jiahe Station in the north, passes across the old city of Guangzhou at its midsection, transfers with Metro Line 1 at Gongyuanqian Station, heads southward through the Pearl River and terminates at Pazhou Tower Station. It has a total length of 28.15 kilometers with gross investment of ¥11.959 billion and construction period from 1999 to 2008.  The section between Sanyuanli and Pazhou was built up and open to traffic on June 28th, 2003 and the section between Pazhou and Pazhou Tower is expected to be open in 2005. Investment in annual program of 2005 is ¥800 million. This project will solve the existing problems of south-north traffic and river crossing.

Metro Line 3:
It takes the letter Y's shape in north-south direction whose trunk line starts in the north from Guangzhou East Station, heads southwards through Tiyuxi Road, across the Pearl River, passes the planned Panyu Avenue and then terminates at Panyu Plaza. The branch line starts in the north at the Tianhe Auto Passenger Station, heads southwestward through Wushan to join the trunk line at Tiyuxi Road. The total length is 36.1 kilometers with gross investment of ¥14.996 billion and construction period from 2003 to 2006. Investment in annual program of 2005 is ¥2 billion. And the section between Kecun and Guangzhou East Station is expected to be open by the end of 2005.

Metro Line 4:
It starts in the north at Olympic Center, heads southwards through Pazhou, Luntou, Guanzhou, Xiaoguwei, Xinzao, Shiji, Dongchong, Huangge and terminates at Chongwei, Nansha. The total length is 46.56 kilometers with gross investment ¥15.059 billion and construction period from 2003 to 2010.

Metro Line 5:
It starts in the west from Jiaokou, Fangcun District, goes by the Railway Station, Ouzhuang, Wuyang Xincheng, Zhujiang Xincheng, Yuancun, Dashadi and terminates in the east at Huangpu Wenyuan. The total length is 31.9 kilometers with estimated gross investment for the Phase One of ¥16.888 billion and construction period from 2004 to the end of 2008.
 
Expressway in Southern Guangzhou:
The total length is 72.4 kilometers, including the main track 65.4 kilometers long. The main track starts at Luntou Crossroad of East-South-West Ring Expressway and terminates at Longxue Island, joining the Nansha District of Guangzhou Port. The branch line is 7 kilometers long, starts at Xili Crossroad of the southern expressway of Yuguotou and terminates at the southern crossroad of Huangge City. The gross investment for the project is ¥7.84 billion and construction period is from 2002 to 2005.  The section 65 kilometers long from Luntou to Longxue Island was already completed and put into operation at the end of 2004. After the project is completed, it will become the important connection between Guangzhou Baiyun International Airport, Guangzhou International Conference & Exhibition Center, Nansha District of Guangzhou Port, International Biology Island and University Town and Nansha Auto Industrial Base, etc.. The project is substantial in accelerating the realization of "southern expansion" in the urban development of Guangzhou.

Northern Extension of New Airport Expressway:
The overall length is about 23.263 kilometers. It starts from the New Airport Crossroad in the New International Airport Expressway, passing through the west side of the new airport to Dawoling, turns northward and heads east afterwards, and ends at the eastern side of Huadong Town, Huadu District, joining respectively with Jiebei Expressway and Beijing-Zhuhai Expressway. The highway specification is adopted for construction of the whole line. It is designed as 4 bi-directional 4- carriageways (space for 6 carriageway is reserved). Gross investment is ¥1.576 billion with construction period from 2002 to 2005.

Pearl River Delta Express Circuit (East and West No.2 Ring Expressway):
The overalllength of East No.2 Ring Expressway is 18.7 kilometers. It starts from Luogang, connects Huocun Crossroad of North No.2 Ring Expressway and Guangzhou-Shenzhen Expressway, across the Pearl River via GDD and Huangpu District, and ends at Hualong Town of Panyu District. The overall length of West No.2 Ring Expressway is 39.1 kilometers. It starts from Xiaotang of Nanhai District, Foshan and is connected to Guangsan Expressway. It passes through Nanhai and Sanshui Districts of Foshan City, Huadu and Baiyun Districts of Guangzhou City and connects Maoshan Crossroad of North No.2 Ring Expressway at its termination point. Expressway specification is adopted for construction of the whole line. It is designed as 6 bi-directional carriageways. Gross investment is ¥3.704 billion for East No.2 Ring Expressway and its construction period is from 2004 to 2007, while gross investment is ¥3.003 billion for West No.2 Ring Expressway and the construction period is from 2004 to 2006. Investment in annual program of 2005 is ¥800 million. Completion of the project will speedily channelize the transit vehicles of Guangzhou to ensure good traffic status of the national backbone expressway, effectively release the traffic pressure in urban area of Guangzhou.

Xinguang Expressway:
The overall length is 19.9 kilometers. It starts from Huacheng Avenue in Tianhe District, heads southwards across the Pearl River, passes Luoxi Island, across the Sanzhixiang watercourse to Guangming North Road of Panyu District. The whole line is designed by the standard of city expressway with city backbone road functions and there are 8 bi-directional carriageways. The gross investment of the project is ¥4.5 billion with construction period from 2003 to 2006. The completion of the project will improve the transportation situation between the two districts of Haizhu and Panyu.

Xinlong Expressway:
The total length is 25.47 kilometers. It starts at Xinlong Crossroad of Guangzhou-Zhuhai Expressway, crosses Qianshui Lake in the east and then heads northeastwards, crosses Dafengwei to Xiaolan Watercourse through Shangzhuwei, Tianjiwei, Langwangzhen, Baojiawei, Longfengli, Shazili, Hongqili, Wanqingsha and terminates at Xinken, joining Guangzhou Southern Expressway. The whole line is constructed based on the expressway standard and is designed based on the 6 bi-directional carriageways (space for 8 carriageways is reserved). The estimated project investment is ¥2.972 billion with construction period from 2005 to 2007. The completion of the project will give further play to the radial function of Nansha District of Guanghou Port.

Guangzhou Section of Guangzhou-Gaoming Expressway:
The total length is 21.34 kilometers. It starts at Hualong Crossroad between Guangzhou-Zhuhai East Expressway and Pearl River-Huangpu Bridge at Hualong Town, Panyu District, and heads along Jinshan Avenue to Xianzhuang and then passes Zhongcun through Chencun Watercourse, joining Guangzhou-Zhuhai West Line Expressway near Chencun, Shunde District, Foshan City. The whole line is constructed based on the expressway standard and the design is based on the 6 bi-directional carriageways.  The gross investment is ¥2.244 billion with construction period from 2005 to 2007.  Investment in annual program of 2005 is ¥50 million. Guangzhou-Gaoming Expressway is connected to several North-South ordinates such as Guangzhou-Zhuhai East Expressway, Guangzhou Southern Expressway, Dongxin Expressway and Guangzhou-Zhuhai West Expressway, etc..

Xinzhou-Hualong Section of Guangzhou-Zhuhai Expressway:
The total length is 12.565 kilometers. Its start point joins Xingang East Road and East Ring of Guangzhou Ring Expressway, heads southwards across the back watercourse of the Pearl River, Guanzhouhe Watercourse and Lijiao Watercourse, crosses Changzhou Island and terminates at Jinshan Avenue in Panyu, joining the Hualong-Tanwei section of Guangzhou-Zhuhai Expressway. The whole line is designed by the standard of city expressway and there are 6 bi-directional carriageways.  The gross investment is ¥1.998 billion with construction period from December, 2005 to December, 2008.

Huanan Road (Phase Three):

The total length is 17.67 kilometers. It starts at Yagang, heads eastwards from west through Guangzhou-Qingyuan Expressway, Shisha Road, Beijing-Guangzhou Railway, Previous Guangzhou-Huadu Highway, New Guangzhou-Huadu Highway, New Airport Expressway, National Highway No. 106, New Guangzhou-Conghua Road, Previous Guangzhou-Conghua Road, Tonghe Road and Shatai Road. After crossing Shibei Mountain, it turns to the south at the north side of Longdong and terminates at Chungang. The whole line is designed based on the city expressway standard and the 6 bi-directional carriageways. The gross investment for the project is ¥1.96 billion with construction period from 2004 to 2006.

Expressway from Jiekou, Conghua to Beixing, Huadu:
The overall length of the main line and the link line is 20.1 kilometers. It starts from Jiekou of Conghua City (the link line connects eastwards with the National Highway No. 105 from the starting point), passes Shengang Town and Taiping Town and ends at Beixing of Huadu District, joining the Beijing-Zhuhai Expressway, New Airport Expressway and the planned Beixing (Huadu)-Shazhuang (Zengcheng) Expressway. The highway specifications are adopted for construction of the whole line. It is designed as 4 bi-directional carriageways. Gross investment is ¥988 million with construction period from 2003 to 2005. Investment in annual program of 2005 is ¥300 million and it is expected to be completed in August 2005.

Guangzhou Dongsha-Xinlian Expressway:
The total length is 45.7 kilometers and it starts at Dongsha Crossroad in Fangcun Distrcit (joining the ring expressway), heads southwards across the Pearl River, Dashi Watercourse, Shibi, Dawugang, across Zini River, Shawan Watercourse, passing Lanhe, Wusha, Tanzhou and terminates at Xinlian in Panyu (joining the southern expressway). The whole line is constructed based on the expressway standard. The section between Nanda Crossroad and Jinshan Crossroad is designed based on the 8 bi-directional carriageways. Other road sections are designed based on the 6 bi-directional carriageways.  The gross investment is about ¥5.9 billion with construction period from 2005 to 2007.  Investment in annual program of 2005 is ¥300 million.

Guangzhou Port Nansha District (Phase Two):
There are six 50,000-ton container berths and the annual designed throughput capacity is 2.4 million standard containers. The gross investment is ¥4.009 billion with construction period from 2005 to 2007. Investment in annual program of 2005 is ¥300 million. It will meet the great demand of the container transportation for the quick development of the export-oriented economy in the Pearl River Delta and Guangdong Province.

Guangzhou Port Exit Sea-route Project (Phase Two):
From the turning-around district of Xiji, Huangpu to the pilot anchorage of Guishan Island at the Pearl River entrance, the total length of the sea-route is 115 kilometers. It is constructed based on the standard for the 50,000-ton one-direction sea-route. The designed bottom elevation is -13 meters and the effective bottom width is 160 meters. The estimated gross investment is ¥814 million with construction period from 2004 to 2007.  Investment in annual program of 2005 is ¥300 million. Dredging up the exit sea-route will improve the conditions of the Guangzhou exit sea-route and meet the navigation requirements of the 50,000-ton ships or above.

New Guangzhou Passenger Railway Station and Relevant Projects:

In the near phase of 2018, there shall be 690 pairs of arrival and departure passenger vehicles and 58 pairs of passing passenger vehicles. In the future phase of 2028, there shall be 886 pairs of arrival and departure passenger vehicles and 79 pairs of passing passenger vehicles. There are 20 arrival and departure tracks and 10 platforms in total, the matching 54.7km-long road between New Passenger Station and Huadu Station, and Guangzhou motor vehicle section and other supporting facilities will be constructed. The estimated gross investment is ¥13 billion with construction period from 2005 to 2007. Investment in annual program of 2005 is ¥1.5 billion. After the project is completed, it will act as the passenger transportation junction station for Beijing-Guangzhou Special Line, Guangzhou-Shenzhen and Guangzhou-Zhuhai Intercity Track Traffic Lines.

GDD Traffic Junction and Downtown Facilities Project:
It includes the expansion and reconstruction of such traffic junction as the section from GDD to Zhenlong-Jiufo Road, Guangzhou-Shantou Highway, Daguan Road, Tianlu South Road, Changling Road, etc. and the reconstruction of the cargo yard of Guangzhou-Shenzhen Railway. The planned occupation area for the downtown is 1,220 hectares. The main content includes construction of road, water supply, power supply and other municipal facilities, the model high school in GDD, sports center and other public supporting facilities.  The gross investment is ¥11 billion with construction period from 2004 to 2008. Investment in annual program of 2005 is ¥250 million. The construction of the downtown of GDD will improve the major exit road net structures in the east, west, south and north of GDD.

Jinshazhou Comprehensive Development Infrastructure Project:
The planned occupation area is 908 hectares. The construction includes the municipal construction road, sports facilities, educational facilities, medical treatment facilities and other public supporting facilities. The gross investment is ¥3.778 billion with construction period from 1993 to 2007. Investment in annual program of 2005 is ¥500 million.  The development and construction of Jinshazhou plays an active role in constructing the suburb block in the west of Guangzhou, facilitating the construction of new urban areas and the reconstruction of old urban areas and giving play to the "western connection" of Guangzhou.

Panyu New Urban Area Supporting Facility Project:
It includes construction of Panyu Central Hospital, Lingbian Household Garbage Synthetic Treatment Site, Panyu Sewage Treatment Plant, other public supporting facilities and Hanxi Shopping Center, etc.. The gross investment is ¥3.5 billion with construction period from 2004 to 2007. Investment in annual program of 2005 is ¥100 million. Strengthening the municipal construction of the supporting facilities in this area will help to form the new development structure for the modern metropolis of Guangzhou and speed up the realization of the urban development strategy of Southern Expansion.

Comprehensive Improvement of the Pearl River Reach within Guangzhou:
It comprises 4 subentries including the drainage pipeline systems of four large sewage subsections, Dashadi Sewage Treatment System (0.20 million tons/day), Liede Sewage Treatment System (Phase Three) (0.20 million tons/day), Northern Baiyun District Sewage Treatment System (5,000 tons/day for Jiufo, 0.15 million tons/day for Jianggao of Shijing, 50,000 tons/day for Longgui, 30,000 tons/day for Zhuliao) and Guangzhou Hazardous Waste Safe Processing Center, which processes 0.635 million tons of polluted water daily and 45,000 tons of hazardous solid wastes yearly. The estimated gross investment of the project is ¥5.624 billion with construction period from 2004 to 2006. Completion of the project will improve the collection system of the wastewater pipe network in the downtown of Guangzhou, reduce the organic pollution load in Guangzhou section of the Pearl River, improve the environmental sanitation and decrease the operating costs of the waterworks downstream.

Likeng Household Garbage Incineration Power Plant:
Daily incineration of household garbage is 900 tons. The annual power generation capacity is 131 million kw/hour. The gross investment is ¥726 million with construction period from 2002 to 2005. Investment in annual program of 2005 is ¥280 million. Completion of project will not only make the best of resources and reduce costs for garbage disposal, but also thoroughly and unharmfully solve the problem of household garbage of the City. It will improve the quality of urban environment.

Blue Mountains-Green Ground Project of Guangzhou City:
Inside the built-up area, the urban landscaping construction is to be strengthened and the increased and reconstructed green area will be 3,300 hectares. Outside the built-up area, the construction of the forest belt/area is to be carried out and the increased and reconstructed green area will be 8,600 hectares. Meanwhile, reconstruction and greening will be carried out for 338 quarries (1,490 hectares). The gross investment is ¥4.585 billion with construction period from 2003 to 2006. The investment for 2005 is planned to be ¥500 million. It will provide a strong support for eventually realizing the objective of turning Guangzhou into a best city for establishing business and living. After completion, it will raise the public green space of built-up urban area of the city from 8.59m2square meters to 15.86m2square meters per capita.

Expansion of Guangzhou Tianhe Software Park (Phase One) and Gaotang Software Industry Base:
The expansion of Tianhe software Park consists of the network systems within the Park, software platform systems and centralized incubation center for software industry. The building area of Guangzhou Cyber Port Industry Incubation Center inside the built-up area is 80,000 square meters and the area for the supporting facilities is 77,500 square meters. The overall planned area of Gaotang newly built zone of Tianhe Software Park is 669 hectares. Major construction items include a management, research and development centre, an incubation functional zone and municipal associated facilities, etc.. The gross investment for the expansion of Tianhe Software Park is ¥257 million, the investment for Guangzhou Cyber Port is ¥600 million and the gross investment for the Phase One project of Gaotang newly built zone of Tianhe Software Park is ¥1.43 billion. The construction period is from 2002 to 2007. Investment in annual program of 2005 is ¥250 million. Completion of the project will, with its superior production and testing environment, communication network infrastructure and shared resources bank, attract software and related enterprises to settle in for incubation and value increment. It will satisfy the pressing desire of numerous software enterprises to launch software research & development in the Park.

Infrastructure Construction in Guangzhou Science City:
The planned occupation area is 3,774 hectares. Based on hi-tech manufacturing, it will be built into an ecological hi-tech park with perfect soft and hard environment. It will be a key base for Guangzhou to develop industries of information, biological medicine, new materials, new energy and environmental protection. The gross investment planned is ¥11 billion with construction period from 1999 to 2009. At present, Science City has been built up on the whole, with complete infrastructure, sophisticated functional support and graceful ecological environment. A number of hi-tech enterprises have been attracted to settle in the Park in succession. Investment in annual program of 2005 is ¥1.5 billion.  By cultivating an environment of innovation, it will drive the development of hi-tech industries and scientific research.

International Biology Island:
The planned occupation area is 180 hectares and the development area in the Phase One is 55 hectares. The main construction items include the supporting services system for the development of the biological technology industry, municipal and public service facilities within the Island. The planned gross investment is ¥2 billion with construction period from 2004 to 2007. Investment in annual program of 2005 is ¥200 million. It aims at building a first-class international modern research, development and industrialization base for biological medicine.

National Engineering & Research Centre of Modern Extraction and Separation of Chinese Medicine:
The industrial model workshops for water extraction and ethanol precipitation, canned dynamic counter-current extraction, supercritical carbon dioxide extraction and the technical research institute, test workshops for pilotscale experiments and engineering and other public supporting facilities will be constructed. The total construction area is 32,000 square meters. The gross investment is ¥156.27 million with construction period from 2002 to 2005. The completion of the project will provide Guangzhou Pharmacy Group with the pilotscale experiment site that meets the requirements of GMP in its R&D of new medicines and provide the high-standard technical platform for the pilotscale experiment for the production of Chinese medicine extracts and health products with highly-added value.

High Technology Industrialization Demonstration Project for Ulinastatin for Injection and Material Drugs (New Medicine in National Category II):
Respective 1 production line for Ulinastatin material drugs, 1 production line for Ulinastatin lyophilized powder injection and 1 production line for Ulinastatin injection solution of small volume will be constructed. The annual output is 1,100 billion units of Ulinastatin material drugs, 6 million bottles of powder and injection preparations and 4 million injection solutions of small volume. The gross investment for the project is ¥163 million with construction period from 2004 to 2006. Investment in annual program of 2005 is ¥70 million.  The completion of the project will realize the mass production of Ulinastatin for injection and the material drugs through patent technologies such as the separation and purification of protein and will facilitate the development of the biological pharmacy industry in our country.

Environment-protective, Multifunctional, Anti-flaming High Impact Polystyrene Project:
The annual output for the environment-protective, multifunctional and anti-flaming high impact polystyrene is 0.10 million tons. The gross investment for the project is ¥198 million with construction period from 2004 to 2006. The planned investment of 2005 is ¥70 million.
 
Nansha Photoelectrical Industry Base of Arasor Corporation from the U.S.A:
It covers a planned area of 10.8 hectares. The Phase One of the project is for manufacture of photoelectrical components and modules. The Phase Two of the project is for R&D and manufacture of new generations of optical wideband, establishment of institutes for setting up technical standards of photoelectrical products and the product test center, the sealing center and the exhibition center. The Phase Three of the project is for expanding the production scale. The gross investment for the project is ¥1.435 billion with construction Period from 2003 to 2005. This project is aimed at building up an international class A-grade photoelectron R&D center and eventually become a hi-tech optical core broadband industry base.

Guangzhou Toyota Entire Car Project:
The annual output is 0.10 million cars of CAMRY series and the relevant multipurpose cars and sports cars. The gross investment for the project is ¥3.821 billion with construction period from 2005 to 2006.  Investment in annual program of 2005 is ¥1.3 billion.  It will further expand the product structure for the homemade saloon cars of medium and high classes in the domestic auto market, improve the overall level of the auto industry in Guangzhou.

Guangzhou Toyota Engines (Phase One):
The annual output of engines for saloon cars is 0.3 million, including 0.2 million for export. The gross investment is ¥2.2 billion with construction period from 2004 to 2005. Investment in annual program of 2005 is ¥880 million. This project is for fitting the cars with engine series of updated and new generation model. The completion of the project will increase the localization level of the homemade saloon cars of medium and high classes.

No. 2 Factory of Guangzhou Honda Automobile Co., Ltd:
The annual output in the Phase One is 0.12 million saloon cars. The construction items include the establishment of workshops for pressing, painting, general assembling, final inspection and car test tracks, supporting offices facilities, power and energy facilities. The gross investment for the project is ¥2.846 billion with construction period from 2004 to 2006.  Investment in annual program of 2005 is ¥830 million. This project will further boost the development of the entire car enterprises and the auto parts enterprises in the city, realizing the centralized mass production for the auto industry and improving the overall level of the auto industry in Guangzhou.

Dongfeng Automobile Engine Project:
The annual output in the Phase One is 0.25 million engines and the workshops for foundry, processing and assembly are to be constructed. The gross investment for the project is ¥1.3 billion with construction period from 2004 to 2006. Investment in annual program of 2005 is ¥60 million. The completion and putting into production of the project will attract a number of parts suppliers especially the Japanese suppliers to settle down in the auto base of Huadu, further increase the localization of Dongfeng automobiles and strengthen the competitiveness of Dongfeng automobiles.

Nansha Shipbuilding Base of China State Shipbuilding Corporation (CSSC):
The productivity for the single ship is more than 0.3 million tonnage and the annual shipbuilding capacity will be 2 million to 3 million tonnage. Two 300,000-ton shipbuilding docks will be constructed. The dock will be 4,000 meters long and the information network system and the technical R&D center will be established. The gross investment for the project is about ¥4.8 billion with construction period from 2005 to 2008. Investment in annual program of 2005 is ¥200 million.

Dongfang Electrical (Guangzhou) Heavy Duty Machine Project:
Develop and produce nuclear electricity bearing equipments, large turbo generators and heavy pressure vessels, etc.. The gross investment for the project is ¥1.2 billion with construction period from 2005 to 2006. Investment in annual program of 2005 is ¥300 million. The completion of the project will fill up the gap of the domestic manufacturing technologies and the productivity for supercritical units, combined cycle units and nuclear power units.

Oil Refining Renovation of Guangzhou Petrochemical Complex:
The annual crude oil processing capacity is expanded from 7.7 million tons to 10 million tons. Five sets of facilities for hydrocracking, selective hydrogenation of catalytic gasoline, diesel oil hydrogenation fining, navigation coal hydrogenation fining, sulphur recycling will be constructed. Five sets of facilities for constant reduced pressure distillation, wax oil catalytic cracking, delayed coking, gas fractionation and hydrogen making will be expanded and reconstructed. Corresponding reconstruction will be carried out in the meantime for support systems such as storage and transportation systems. The gross investment of the newly added projects is ¥3.013 billion with construction period from 2004 to 2006. Investment in annual program of 2005 is ¥1 billion. The completion of the project will increase the enterprise’s capability to process the sulfur-bearing crude oil and realize the mass production.

Hot-galvanizing Steel Plate project of Guangzhou JFE Steel Sheet Co., Ltd.:
It will produce 0.4 million tons of hot- galvanizing steel plate annually. New construction items consist of hot-galvanizing workshops and auxiliary devices such as supply of gas and heat, electric power supply and distribution, water supply/drainage and sewage treatment, etc.. The gross investment is ¥1.394 billion with construction period from 2004 to 2006. The completion and putting into production of the project will optimize the steel industry structure and the steel product structure in the province to meet the need of South China for high quality special steel plates.

Removal and Reconstruction of Guangzhou Cement Factory for Environmental Protection:
By introducing the key equipment and advanced technology from abroad, to set up a new, dry method production line of latest model and accessory supporting facilities with a capacity of 6,000 ton/day cement clinker and annual 2.274 million tons of high-grade cement. The gross investment is ¥1,822 million with construction period from 2002 to 2005. Investment in annual program of 2005 is ¥780 million . With the new plant, the existing two production lines of Guangzhou Cement Plant will be completely closed and ultimately improve the inhabiting environment of the surrounding residence by thoroughly solving the pollution problem of the plant.

Forest-paper Integration of Guangzhou Paper Group Ltd.:
The project consists of two parts, i.e., papermaking forest base and pulp paper. The construction scale of the papermaking forest base is 0.8 million Chhinese mu. The construction scale of pulp paper is an annual produce of 280,000 tons news printing paper. The gross investment of the project is ¥1.7 billion with the construction term for pulp paper of 2 years and that for papermaking forest base of 7 years. Investment in annual program of 2005 is ¥100 million.

Reconstruction Project for Guangzhou No. 2 Cigarette Factory:
The annual output is 1 million boxes. Respective 1 tobacco scrap production line, 1 tobacco shred experimental line and 1 dry-ice expansion tobacco scrap production line will be added. 1 burley tobacco production line will be reconstructed. Temporary storage warehouse for tobacco leaves, warehouse for auxiliary materials, warehouse for finished cigarette products, offices, scientific research facilities and material facilities and other will be constructed. The gross investment for the project is ¥1.3 billion with construction period from 2005 to 2007. Investment in annual program of 2005 is ¥200 million .

LNG Combined Cycle of Zhujiang Power Plant:
2 sets of fire gas (LNG) combined cycle generator of 350,000 kw with a yearly LNG consumption of 0.4 million tons. Expansion space is reserved for 2 generator sets of the same kind. The gross investment of the project is ¥2.667 billion  with construction period from 2005 to 2007. Investment in annual program of 2005 is ¥1.2 billion . Completion of the project will improve the power source structure of Guangdong Province and meet the requirement of the electric net system of the province in peak regulation and receiving electricity from the western provinces.

Expansion of Guangzhou Hengyun Thermal Power Plant:
2 sets of 300,000 KW generating with heat supplied by burning coals. The gross investment of the project is ¥2.6 billion with construction period from 2004 to 2006.  Investment in annual program of 2005 is ¥200 million . The completion of the project will effectively release the pressure of power supply in the province.

Natural Gas Utilization:
An annual daily average supply of 1,574,000 1.574 million m3 of natural gas. Major construction items consist of 3 natural gas receiving stations, 5 high and medium pressure regulating stations, 110 kilometers of high pressure line within city periphery, 1,800 kilometers of medium-pressure branch pipe (net) inside and outside the range, fuel gas dispatch control center, consumer gas supply system, etc.. The gross investment of the project is ¥2.327 billion  with construction period from 2003 to 2010. Investment in annual program of 2005 is ¥500 million . The completion and putting into production of the project will satisfy the needs of 0.74 million citizens, the public welfare, the business and the industry for gases.

Auto Industrial Base of Guangzhou Development Zone (GDD):
The area of overall plan is 1,366 hectares. The project is aimed to form a production base of entire car and auto parts of a considerable scale. The gross investment is ¥5.5 billion with construction period from 2002 to 2007. The planned investment for 2005 is ¥200 million . By consummation of infrastructure construction, we attract plants of entire car and parts so as to build up the business scale of the base, to provide integrated services for auto producers of Guangzhou.

Guangzhou Huadu Automobile Industry Base:
The overall planned area is 5,000 hectares, of which Phase One program covers 1,500 hectares.  Based on Fengshen car from joint venture of Dongfeng and Nissan, it unfolds R&D, manufacture and related services industry for automobile and the parts.  The project totaling investment of ¥3 billion has construction period from 2002 to 2005. Investment in annual program of 2005 is ¥200 million.

Guangzhou Nansha Automobile Industry Base project:
With 2,296 hectares of planned area, it will provide complete facilities for production projects such as Toyota Engine, projects for the whole car and related parts.  The construction mainly include the related infrastructure facilities such as Shazai Dock, etc.. The project totaling investment of ¥7.44 billion has construction period from 2003 to 2005. Investment in annual program of 2005 is ¥200 million.

Export Processing Area Infrastructure project:
With planned area of 305 hectares, it will be built into the area with isolated facilities regulations and highly efficient customs supervisions.  The project totaling investment of ¥1 billion has construction period from 2000 to 2005. Investment in annual program of 2005 is ¥100 million. This project is helpful to have standard centralized administration and to provide high quality and convenient services, accelerating economy and the processing trade healthy development of the city.

Infrastructure Construction of Nansha:
It includes 68 road and bridge projects such as Tingjiao Crossroad of Beijing-Zhuhai Expressway, Lingxin Avenue, Lingshan Highway, Xinjiaomen Bridge, Fenghuang Bridge, the control and improvement projects of dikes and the infrastructure construction for the Logistics Park on Longxue Island (Fuzhou Bridge, Shugang Avenue, etc.) and the construction of living, commercial, sports, cultural, educational and medical facilities and other supporting facilities on the banks of Jiaomen River. The project totaling investment of ¥12 billion has construction period from 2003 to 2007. Investment in annual program of 2005 is ¥500 million. It is greatly significant in improving the investment environment of Nansha Development Zone to attract investment.

Mingzhu Industrial Base in Conghua:
The planned occupation area is 4,028 hectares. The development of the project focuses on three major industries, i.e. auto parts, electronic information and biological medicine. The project totaling investment about ¥1.6 billion has construction period from 2003 to 2010. Investment in annual program of 2005 is ¥100 million. After the project is completed, it will become the industrial base with comprehensive software environment and hardware environment for investment and business development.

Power Transmission and Transformation of Guangzhou Electric grid:
It includes three 500-KV power transmission and transformation projects in Guangnan, Tonghe and Nansha, eighteen 220-KV power transmission and transformation projects in Qilin, Fushan, Changgang, Shijing, Dabu, Ningxi, Yingbin (Huabi), Tuonan, Aolin, Hangyun, Kaixuan, Hexing (Nansha), Xiwan, Liede, Houde, Yongfu, Jiekou of Huangtang Line, Jiekou of Ruiluo Line, twenty-eight 110-KV power transmission and transformation projects in Jiaochang, Longdong, Junjing, Shima, Guwei, Xiaohu, etc.. It also includes the 220-KV line from Panyu to Chisha and the expansion projects at Xiaoping Station and Tangxi Station. The gross investment of the project is ¥13 billion with construction period from 2004 to 2008. Investment in annual program of 2005 is ¥1 billion . It will relieve the pressure of capacity shortage in some areas in power transformation, meet the electricity requirement of residents'  living and enterprise production and to raise the power distribution reliability and stability.

University Town:
The area of general plan is 4,330 hectares and the scale of the school is 0.2 million students. The occupation area of the Phase One is 1,800 hectares. The construction mainly includes the municipal supporting facilities, 10 teaching buildings at universities and colleges, book center and art center, etc.. The gross investment of the project is ¥30 billion  with construction period from 2003 to 2005. Investment in annual program of 2005 is ¥2.5 billion .

24 Model Middle Schools in Guangzhou:
The construction of project comprises the expansion and reconstruction of 24 middle schools of provincial level or equivalent grade. Newly increased area of structure is 706,200m2square meters and 151,100m2square meters of sports and exercise area. The 24 middle schools include Zhixin Middle School, the Attached Middle School of Guangzhou University, Guangya Middle School, Xiehe Middle School, Guangzhou No.2 and No. 6 Middle School, which all are directly subordinated to the Municipality; No. 7 Middle School, Peizheng Middle School, Yucai Middle School, No. 16 Middle School, which are subordinated to Dongshan District; No. 1 Middle School of Liwan District, No. 3 Middle School of Yuexiu District, No. 5 Middle School of Haizhu District, No. 47 Middle School of Tianhe District, Peiying Middle School and No. 65 Middle School of Baiyun District, No.86 Middle School of Huangpu District, Zhenguang Middle School of Fangchun District, Xiuquan Middle School and Kuangweiyu Middle School of Huadu District, Zhongyuan Middle School and Panyu Middle School of Pangyu District, Conghua Middle School of Conghua City and Zengcheng Middle School of Zengcheng City. The gross investment of the project is ¥2.129 billion with construction carried out in phases and fully completed by 2005. Investment in annual program of 2005 is ¥800 million . Completion of 24 model Middle schools in Guangzhou will increase 879 teaching classes and 40,434 normal high school vacancies of high quality.

Expansion and Renovation of Guangzhou Medical and Health Facilities:
It is comprised of 7 expansion and reconstruction works of 6 hospitals in Guangzhou (the expansion and reconstruction works of Pansong Building of Guangzhou No. 1 People' s Hospital, the reconstruction of outpatient-emergency building of Guangzhou No. 2 People's Hospital and the construction of the surgery building of the Red Cross Hospital, inpatient building of Guangzhou No. 2 People's Hospital, the emergency building of Guangzhou Traditional Chinese Medicine Hospital, operation building of Guangzhou Chest Hospital and the clinical teaching building of the No.2 Attached Hospital of Guangzhou Medical College). Newly built area of structure will be 107,900m2square meters, with an increase of about 1,100 sickbeds. The gross investment is ¥405 million  with construction period from 2003 to 2006. Investment in annual program of 2005 is ¥100 million . Completion of the 7 projects will greatly improve the medical situation in Guangzhou area, satisfy the citizen' s needs for medical treatment.

Renovation of No.1 Affiliated Hospital of Guangzhou Medical College (Phase Two):
The number of the increased hospital beds is 800 and the total building area is 58 thousand square meters. The gross investment is estimated to be ¥365 million with construction period from 2003 to 2006.  Investment in annual program of 2005 is ¥100 million .

Guangzhou Women and Children Medical Treatment Center:
It covers a planned area about 28,000m2square meters, with an overall floorage of 84,500m2square meters.  The gross investment for the project is about ¥0.5 billion with construction period from 2005 to 2007.  Investment in annual program of 2005 is ¥100 million.

Guangzhou Disease Control and Prevention Center:
It covers a planned area about 100 Chinese mu, with a floorage about 40,000m2square meters, including four buildings for complex business, physics and chemistry, bioexperiment and supporting facilities. The gross investment for the project is ¥319 million with construction period from 2005 to 2007. Investment in annual program of 2005 is ¥50 million.  The completion of the project will further improve the public medical treatment system, the disease detection capability, the emergency response capability and the handling capability of the city.

Relocation and Reconstruction of Guangzhou No.8 People' s Hospital:
It covers a planned area of about 200 Chinses mu. The overall planned building area is 0.12 million square meters and there are 1,000 sickbeds.  The building area of the Phase One is 42,100 square meters and there are 200 sickbeds. The construction mainly includes the outpatient service building, the medical technologies building, the inpatient building, the logistics service building and the supporting facilities. The gross investment for the project is ¥295 million with construction period from 2005 to 2007. Investment in annual program of 2005 is ¥70 million.

Guangzhou Opera House:
It covers an overall area about 42,000m2square meters, with a building area about 46,000m2square meters. Construction items consist of an opera house with 1,800 seats, a lobby of 4,000m2square meters, a multifunctional hall of 2,500m2square meters and other associated facilities. The gross investment for the project is about ¥1 billion with construction period from 2005 to 2006. Investment in annual program of 2005 is ¥100 million.  After completion, it will satisfy the requirement for performance of large-scale operas, ballets and other comprehensive show.

New Houses of Guangzhou Library:
It covers a planned area of 21,000m2square meters with a floorage of 95,000m2square meters, including the lending rooms, reading room, multi-purpose academic report halls, exhibition halls and storing rooms. The gross investment for the project is ¥840 million with construction period from 2005 to 2006. Investment in annual program of 2005 is ¥50 million. Completion of the project will increase the housing area by 64,000m2square meters and the reading room seats by 4,500. Stock figure will reach 4 million books. It is a project of preferable social benefit.

Guangzhou No.2 Children' s Palace:
The overall floorage is 30,000m2square meters. The gross investment is estimated to be ¥340 million with construction period from 2004 to 2005. Investment in annual program of 2005 is ¥150 million and it has been put into use in June 1st. It demonstrates the history, the present and the future of Guangzhou. Completion of the project will provide the teenager of Guangzhou with a broad space for their activities.
