Guangzhou Municipality Regulations on Dog Keeping Come Into Effect On July 1

At a press conference on Regulations of the Guangzhou Municipality on Dog Keeping held by the Guangzhou municipal standing committee on June 23, it was announced that new Regulations shall become effective as of July 1.

Under the new Regulations, each family, within strict-control areas, is restricted to raising only one dog. If the dog-keeper raises more than one dog, s/he shall handle the additional dogs properly, otherwise, the additional dogs shall be sent to dog shelters.

To deal with the large number of "unregistered" dogs in Guangzhou, the Regulations have reduced the registration fee for the first year from 10,000 Yuan to 500 Yuan. Meanwhile, the municipal public security bureau has set up 103 registration service windows citywide to provide convenient service to citizens.

As dangerous dogs are likely to hurt people, under these Regulations, the raising, selling and breeding of dogs is prohibited within strict-control areas.

On June 23rd, the Guangzhou Municipal Public Security Bureau and Agriculture Bureau publicized the breeds and standards of dangerous dogs. The dangerous dog breeds and types include aggressive dogs (e.g. fighting dogs), so-called designer dogs with aggressive breed and bulky dogs that easily cause visual panic. Specifically speaking, 37 breeds fall into the dangerous dog category such as Pit Bull Terrier, Tibetan Mastiff, Borzoi, Saint Bernards and Chinese Rural Dogs.
