New Policies on Easing Parking Pressures in GZ

The Government is taking new actions to resolve parking difficulties in Guangzhou. The Communications Commission of Guangzhou informed recently the public that institutions building three-dimensional mechanical parking lots could be exempt from city supporting facility charges.

“Document on Encouraging the Construction of Three-Dimensional Mechanical Parking Lots ” issued by the Communications Commission of Guangzhou mentions that, in order to improve the utilization of city land resources, government departments, public organizations and individuals may turn flat parking lots into three-dimensional parking lots, so long as they are

in accordance with urban planning and fire safety rules. And, it was also announced that they will be exempt from supporting facility charges.

The three-dimensional mechanical parking lots planned by the government can be constructed by developers through means of inviting tenders and auctions of permits. Developers can construct the lots within the time specified and , after the period specified, the government will take control of the facility.

The three-dimensional mechanical parking lots program open to the public can also get subsidies, or allowances, according to “Temporary Rules on Helping Enterprise Special Projects Funds Management”.

Additionally, the transportation administrative departments will enhance the work of intelligent parking guidance systems, trying to build a parking guidance system in urban three-dimensional parking lots, leading the cars to park in a more reasonable manner, improving the utilization of space and the rate of turnover.

It is said that institutions and individuals who plan to operate three-dimensional parking lots need to apply for the “License for Road Operations”. If they are accorded these requirements, the transportation and administrative departments will examine the lot within 10 days of their appeal and then issue the license.

If the three-dimensional mechanical parking lots cannot maintain a level of optimum occupancy, it is proposed that there not be any temporary parking lots nearby (within a diameter of 300 meters) so that any existing temporary parking lots around will be withdrawn or eleminated.

The three-dimensional mechanical parking lots under the government price control system can increase the price bit-by-bit based on the overall criteria of parking fees for vehicles. In any case, they will need to submit the proposed pricing to the price control departments for approval.
