Guangzhou Makes Rainstorm Emergency Rescue Plan

It is learned from the Guangzhou Municipal Construction Commission on August 5th that the relevant authorities had drafted a Rainstorm Emergency Rescue Plan. In case of rainstorms, the construction and municipal affairs departments of various districts would rush to the site. The plan categorizes the city flooding into four grades for emergency rescue according to the rainstorm levels that occurred once in 10 years, 20 years, 50 years and 100 years.

It was introduced that the rainstorm emergency rescue plan demanded the construction and municipal affairs bureaus of various districts to establish relevant city drainage facility emergency teams. Once the rainstorm has struck, the emergency team shall rush to the site to handle the situation to prevent the flooding from expanding.

Guangzhou would employ various site measurement methods and techniques of environment parameters, such as CCTV, sonar, and so on, to collect and monitor the relevant information that might lead to flooding in the urban areas, and find timely and accurately the potential inducing factors through screening, analysis and processing.

The plan is applicable to the city flooding cased under the popedoms of Yuexiu, Haizhu, Liwan, Tianhe, Baiyun and Huangpu District, including pipelines, ditches, pumping stations, sewage processing factories and sluice gates, gullies, inspection wells and other auxiliary facilities as well as the large area flooding caused by major damage and function restriction of such city drainage facilities as rivers, lakes, etc. that have been brought into the city's public drainage facility management and have damp-proof and storage functions.
