The Second National Economic Census covers all the units and self-employed individuals in the secondary and tertiary industry sectors. The census subjects in Guangzhou total over 100,000 units and over 400,000 self-employed individuals with the census coverage accounting for about 97% of Guangzhou's economic aggregate. This census has a wide coverage and huge workloads most of which are with high technical requirements. The standard time for the census ends at midnight on December 31 this year.

Besides continuing with the main economic census contents, this census expands the scope to include the consumption of energy types and water for all units, and adds to the census contents, a survey of high energy-consuming equipment. At the conference Executive Vice Mayor Wu Yimin stressed that, in recent years, Guangzhou's secondary and tertiary industries have advanced rapidly and, as such, the thriving development of the creativity and leisure economy sectors shall be reflected objectively in the census.
