Currently, Guangzhou has about 1.8 million vehicles and the number is expected to exceed 2.5 million by 2010. However, the parking problems are prominent.

According to the Guangdong Provincial Department of Construction, building a high-rise mechanical parking system is one of the most effective ways to solve the parking problems in large cities.

This kind of system can be built elastically according to the user's site size, the space height and etc. It has several advantages such as small coverage, high space efficiency, low engineering cost and high theft resistance for the vehicles.

On replying to the proposal by members of the Guangdong Provincial Committee of the CPPCC, the Guangdong Provincial Department of Construction said that it will scientifically and reasonably plan and build high-rise sloping and mechanical garages in the key sections of high density commercial and trade populations, large public places, residential communities and so on.

It considered taking Guangzhou as an experimental unit. The department in charge of Guangzhou's traffic shall take the lead in working out the favorable policies to build high-rise mechanical parking garages jointly with such departments as Land Resources, Planning, Construction and so on.

Where there are no specific administrative approval systems stipulated by the laws, regulations and rules, formalities shall be simplified or reduced as much as possible to speed up the approval time. It can be popularized across the whole province after obtaining results from the experiment.
