Huawei Technologies Co will invest 4 billion yuan in a mobile phone manufacturing and software development complex in Dongguan in South China's Guangdong Province, a Dongguan Hi-tech Industry Park spokesman said last week.

Huawei will invest 2 billion yuan in the first phase of construction, which is expected to be finished by the end of the year. The second phase will cost another 2 billion yuan. Huawei's project is mainly on mobilephone software, said a park official who declined to be identified.
