Hong Kong has improved its record on child abuse, but still has a long way to go, says Against Child Abuse chairwoman Patricia Ip Lai-sheung.
Speaking at a conference in Hong Kong on child abuse and neglect, she said though there is progress, "there are still frequent reports of abuse in newspapers."
She added: "These are just the cases we hear about - many suffer in silence."
Last year the ACA received 823 reports against 856 in 2006. The ACA and other groups have called on the government to create a children's commission separate from the current family commission to deal directly with abuse and neglect. Over 700 delegates from 60 countries are at the congress, run by the International Society for Prevention of Child Abuse and Neglect and ACA.
