Primary 3 Pupils Mastering Languages, Maths in HK

The 2007 Territory-wide System Assessment reveals that about 80 percent of Primary 3 pupils in Hong Kong have basic competency in Chinese, English and mathematics.

The Examinations & Assessment Authority said about 220,000 students from more than 1,000 primary and secondary schools were assessed.

About 85 percent of Primary 3 students attained basic competency in Chinese, whereas in English, the qualified portion was 80 percent. In mathematics 87 percent of Primary 3 pupils meet the standards.

Deputy Secretary for Education Chris Wardlaw said although most students are progressing well in the three subjects, some need assistance.

Schools and the Education Bureau will work together to identify the most effective strategies to help them.

He said the bureau will enhance training and other learning and teaching support for schools where needed to address areas of weakness in students' learning identified in the assessment.

The authority will provide school level data to schools next week. Wardlaw said the assessment data should be used only for school improvement purposes.

He urged stakeholders to strictly follow the protocol for using the data to avoid unnecessary and unhealthy inter-school comparisons. The data cannot be used for promotional purposes.
