You can go to the Huang Sha Sea Food Wholesale Market, which is the largest sea food wholesale market in Guangzhou and Guangdong.

Location: No. 27, Huangsha dadao (avenue) xi. (near the Huang Sha metro station) 广州黄沙大道西27号

There are several restaurants inside or near the market. You can just bring what you buy to the restaurant and ask them to cook for you. But i am not sure the charge of the service. You have to ask them before enjoying the sea food :) (about 8-20 yuan for each dish)
