Although the first group of the 56-sage list for Nanyue Pantheon has already been confirmed, the plan had to be suspended due to the small exhibition hall. The relevant departments of Yuexiu District have established the Expansion Office for Phase III of the Five Celestials Shrine with a plan to expand the original over 10,000-square-meter complex to an over 30,000-square-meter.

With an eye on the fact that the enlisted 56 sages are all historic figures, including Dr. Sun Yat-Sen (the pioneer of the Chinese democratic revolution), Kang You-wei (leader of the revolutionary group of the capitalist class at the end of China's Qing Dynasty), and Lin Zexu (national hero), the relevant authorities considered it inappropriate to pack them hastily into a small exhibition hall. Therefore, the relevant units suspended the entrance plan for the 56 Nanyue sages and decided to proceed with the plan after the completion of Phase III of the Five Celestials Shrine.

According to the relevant authorities, the Expansion Office of Phase III of the Five Celestials Shrine has been established to further study and plan the project. The Guangzhou government has also adjusted the members of the Leading Group of Nanyue Sage Hall Project with municipal leaders taking the lead and the relevant municipal and district departments participating. The Phase III of the Five Celestials Shrine and Nanyue Pantheon projects are planned to be brought into the key municipal cultural construction projects and the reconstruction projects of the old urban areas and are to be completed before the end of 2010.

The Five Celestials Shrine is located on Huifu Road, W. in oldtown Yuexiu District, a corn god hieron offering sacrifice to the five gods. In 1999, the Yuexiu District established Yuexiu Museum inside the Five Celestials Shrine.
