Nansha Development Zone

ON May 12th, 1993, Guangzhou Nansha Economic and Technological Development Zone was approved by the State Council of the People’s Republic of China. In 2001, to accelerate the construction and development of Nansha Development Zone, Guangzhou Municipal Government established Construction Headquarters of Guangzhou Nansha Development Zone entrusted with full responsibility for the planning, land use, construction, management as well as inviting foreign investment within the zone, and with the authority of approval and management of investment projects at municipal level of Guangzhou. 
 
According to the city planning of Guangzhou, the Planning Area of Nansha include all areas to the south of Shawan Channel in Panyun, Guangzhou, covering a total area of 797 square kilometers, in which 575 square kilometers are land, while Nansha Development Zone under the command of Headquarters of Guangzhou Nansha Development Zone covers a general area of 536 square kilometers, 330 square kilometers are land, including Huangge Town, Nansha Economic and Technological Development Zone, the southeast part of Lingshan Town, Hengli Town, the Pearl River Management Zone, Wanqingsha Town, Weiken Company of Panyu District. In accordance of the planning, Nansha will be developed into a modern industrial base including logistics sector, harbor-related sector, new and hi-tech industry.

Nansha area is densely covered by waterways and scattered with numerous lakes and ponds. It enjoys beautiful natural environment, with primarily arable land in the north and reclamation land in the sea entrance area in the south. Thanks to relatively small scale of existing construction, the natural elements of ecology are well preserved. Surrounded by water and standing by mountains, Nansha area also enjoys natural landscape and possesses of profoundly rich culture and history, which makes Nansha a tourist attraction, including Nansha Puzhou Park, Nansha Tianhou Palace, Suzhou Street of rivers and lakes, Nansha Golf Court, etc. 

The exploitation of Nansha follows the essential ideas of "Start by Industry, Continuous Development". Breaking through with the construction of the modern infrastructure construction, Nansha will focus on the development of 8 pillar industries of shipbuilding, harbor logistics, automobile manufacturing, machinery and equipment manufacturing, iron and steel, petrochemical, grain logistics and processing, micro-electronics and photo-electron.
 
As the key part of Guangzhou urban development strategy of "South exploitation", Nansha Development Zone will be built into a modern city with the construction of modern living supporting facilities promoted by industries.
 
In September this year, four 50,000T berths and harbor expressway of the first phase at Nansha harbor area of Port Guangzhou were officially put into operation, which would become an important hub port at the Pearl River Delta and benefit the enterprises at the west area of the Pearl River Delta.
 
In 2003, the fixed assets investment accomplished RMB 5.93 billion; RMB 7.55 billion was realized for Guangzhou GDP, realized industrial output value of RMB 13.54 billion; Realized export of 643 million U.S. Dollars; Foreign investment amounted to 101.12 million U.S. Dollars was actually utilized.
 
This year, Nansha Development Zone has brought its new district advantages into full play and kept a quick development. From January to July, the contracted utilization of foreign funds was US dollar 323 million and actual utilization of foreign funds was US dollar 200 million, an increase of 194.28% and 521.43% respectively over the previous period of time. At present, the Toyota engine project with an investment of RMB¥2.2 billion and an annual production capacity of 300,000 engines for the first phase, and the Toyota whole-car project with an investment RMB¥3.1 billion and an annual production capacity of 100,000 cars at the preliminary stage have laid foundations. Invitation for investment in automotive related sectors has been fruitfully carried out. Automotive parts manufacturers including Japanese Denso have settled down at Nansha. CSCC will invest RMB 4.5 billion and set up shipbuilding base with annual output of 3 million in 2007 at Nansha , making Nansha one of China’s three biggest shipbuilding bases; Guangzhou Steel Co., Ltd. And JFE Steel Corporation from Japan made joint investment amounted to nearly RMB 1.4 billion to build 400,000 ton hot-galvanizing steel sheet production line in Nansha, it started construction of the manufacturing base of active and passive photo-electronic components and module with joint investment amounted to RMB 1.76 billion by Arasor Corporation from the U.S.A and a capital investment company. Mitsubishi Heavy Industries and China Dongfang Turbine Plant jointly invested US Dollar40 million to set up a gas turbine thermal parts manufacturing joint venture. BASF of Germany and GM of USA respectively increased US dollar 100 million and US dollar 60 million to expand the local production capacity of polyurethane, engineering plastics and plastic membrane.
 
Nansha Development Zone will be built into a new modern ecologic town and a high State-level development zone with rationally laid-out industries, complete infrastructure, beautiful natural environment, and coordinated development of population, resources, environment and economy. With unique advantages close to the harbor area and increasingly complete investment environment, more and more multi-national large companies would come to invest in Nansha.
 
 
From January to November, 2004, 87 projects introduced and 8 industries formed in Nansha Development Zone
 
From January to November, 2004, Nansha Development Zone introduced 87 projects. Total domestic investment was RMB¥3.113 billion and total foreign investment was US dollar 524 million. 
 
In 2004, Nansha Development Zone created a gathering effect on automobile, iron and steel, chemicals, logistics and dragonhead hi-tech enterprises through investment invitation. Now, eight industrial bases such as automobile, iron and steel, shipbuilding, heavy machinery, photoelectronics and IC, and harbor logistics. 
 
Nansha is going to invest in the construction of several industrial bases. At present, Nansha is carrying out the pre-phase preparations for building a shipbuilding base with an annual building capacity of 3 million tons so as to make Nansha become one of the three largest shipbuilding bases in China. The project is planned to put into production in 2007. The first-phase project of Japan Toyota Auto Engine Project with an annual production capacity of 300,000 engines is planned to put into production in 2005. The Toyota whole car project is planned to put into production in the first half of 2006.
 
On iron and steel base: Guangzhou Iron and Steel Group and Japan JEF Iron and Steel Company jointly invest in the construction of a hot galvanizing steel sheet production line with a first-phase production capacity of 400,000 tons, which is planned to put into production at the end of 2005. On photoelectronic and IC base, American Arasor Company plans to develop and produce new-generation chips at Nansha, and set up a world first grade Class A photoelectronic R&D center.
 
Guangzhou Dongling Group will invest RMB¥763 million to build China's largest vegetable oil production base with an annual processing capacity of 4 million-ton soybean and 1 million-ton rapeseed at Nansha Development Zone. Furthermore, it is going to build a logistic base with an annual handling capacity of 20 million-ton corn, soybean and rapeseed.
 
Meanwhile, China Dongfang Electric Corporation, Provincial Development and Reform Commission and Guangdong Power Group jointly signed an agreement to strengthen cooperation on energy and equipment manufacture. They will build a Dongfang heavy machine (nuclear power equipment) project at Nansha. The signed agreement comprises the construction of nuclear power equipment project, gas turbine project, wind turbine project and environmental protection equipment. Construction of Mitsubishi Heavy Industries' Dongfang gas turbine project will be carried out very soon. This project will be the largest nuclear power equipment manufacture project in China, which would quicken upgrade of Guangdong's key technical equipment manufacture level. Dongfang heavy machine (nuclear power equipment) project is planned to put into official production in October, 2005.
 
Main construction of Guangzhou Nansha Expressway - a trunk road of Guangzhou's "exploration in the south" – has been completed. Nansha Harbor Expressway(Cangtou to Longxuedao Island) with an investment of RMB¥6.5 billion connects with Guangzhou's three top ports – New Baiyun International Airport, University City Information Port and Longxuedao to form a quick passage from the south to the north, intersects with Zhusanhuan Ring Highway and Guang-Zhu Highway in the east, connects with provincial highway network through the City Ring Expressway, thus making all main cities at the Pearl River Delta get to Nansha in 1.5-hour drive. It takes only one-hour drive to get to Nansha from the New Baiyun Airport.
